Please help explain what these QoS settings do exactly.

I have a very high traffic streaming and gaming network, and looking for the best configuration to keep things running smoothly. I would like to know what each of these 3 settings do, very specifically.
I notice that when I set the speed values to something lower than what my provider offers, the router limits how fast my clients download/upload. So my question is this...should I set this to the total throughput of my service assuming the router users this information to appropriately distribute throughput across my devices...OR...should I set some limit here (say 150Mbps) and does the router limit all clients from downloading at higher than 150Mbps, but if multiple clients are downloading simultaneously, do each get to pull 150Mpbs down up until the max my ISP can handle?
Also, what does Enable Latency Optimization actually do?

@DancherBoi It limits the max throughput of each client to stop ping spikes.

@UI-JT Given my usage I had described, what settings would you recommend for me? I have a pretty consistent 1Gbps fiber connection to my home. My last ISP test on the Alien was 727.9 down and 808.5 up.

@DancherBoi There could be just environmental factors limiting you to that but can you share the advanced settings screen shot in the web interface?
