Separate local netwoork without acess to main network

I wouldn't think so - not without additional hardware.
Get a switch with VLAN capabilities and set up a separate VLANs for your place and theirs. Set up a separate access point in the apartment you're letting out, connected to the cable on their VLAN.
If you're Norwegian, as your name suggests, Kjell & Company offers such as switch at NOK 349 (https://www.kjell.com/no/produkter/nettverk/kablet-nettverk/switcher/tp-link-tl-sg105e-konfigurerbar-gigabitswitch-5-porter-p61025). It's TP-Link, and Ubiquiti probably has something much better, but I'm not familiar with Ubiquiti's products beyond Amplifi HD.

Oh, and I guess you would have to have a separate router in front of the switch and the Amplifi HD (on your VLAN) in bridge mode.
